No, the submissions are not closed, the challenge deadline has been postponed to October 29.
I just tried to submit the kick_start_scores and it let me. My latest submission appears on the leaderboard with the correct date (today). Also, checking the submission list, I see that your last submission was on October 10. Maybe there was an issue with the upload of your results.
Could you please try again now?

I tried to upload it a few minutes ago, but the same thing happens, it doesn't give any error but it doesn't appear in the panel.
If I try to upload a file with an incorrect format it does return an error.
